The study reviewed the financial feasibility of developing small sized units in commercial centres under an inter-Departmental Committee established by NSW Office of Housing Policy.

The study investigated 15 commercial centres and made a number of recommendations as to how such centres could deliver affordable housing within the existing building form of the commercial centres.  In cooperation with Berkhout Planning & Development and Abbott Management Hill PDA interviewed eight selected Councils to gauge their receptiveness to such concepts and possible amendments to local planning instruments. 

The study pioneered the early steps in gaining professional, political and community support for a fundamental shift in planning policy and community involvement, in regards to the critical issue of social diversity and housing choice.
