Penrith City Council developed Cranebrook Village Shopping Centre in 1986 as part of the new Mount Pleasant Estate as it was unlikely that a shopping centre would have been developed by private interests in the early stages of the estate's development. The precinct includes the Cranebrook Shopping Centre together with various community land uses (neighbourhood centre, community health centre, child care centre etc).

Penrith City Council's long term vision for the precinct is to create an urban village with a mix of community, residential and retail uses. To achieve this, Council considered offering the site to the market to explore opportunities to meet the above the objectives. These opportunities may have included acquisition and redevelopment of the shopping centre site alone, or renewal of the entire precinct inclusive of the shopping centre and community facilities.

Hill PDA was engaged by Council to manage this process which involved Hill PDA:

  • Consulting with the community and local interest groups to understand their requirements for a revitalised centre;
  • Preparing the expression of interest (EOI) documentation and co-ordinating the advertising of the EOI;
  • Facilitating briefing sessions with interested proponents;
  • Collating responses to the EOI and evaluating them in terms of meeting a preliminary evaluation criteria;
  • Nominating the most appropriate short list of EOI candidates to participate in the tender stage;
  • Developing (in conjunction with Council) the tender documentation including: 
    • guidelines for design of the precinct;
    • a review of environmental studies already completed;
    • planning controls;
    • site details;
    • legal conditions;
    • criteria for evaluation;
    • plans; and
    • maps etc.
  • Undertaking due diligence of the tender responses against an agreed evaluation criteria;
  • Facilitating presentations by proponents to Councillors and the project control group;
  • Recommending to Council the most appropriate proponent; and
  • Participating in negotiations between the preferred proponent and Council.
