The Shore Organisation of Regional Councils (SHOROC) represents Mosman, Manly, Warringah and Pittwater Councils which are located within Sydney's Inner North and North East Regions. Hill PDA was commissioned by SHOROC and the NSW Department of Planning (DOP) to undertake a study of employment in the region and factors that influence it.

The key objectives of the study were to:

  1. Research and document existing employment in the SHOROC Region (the Region);
  2. Identify economic, social and environmental trends that could influence employment in the Region over the study period; and
  3. Identify key strategies and principles that would enable sustainable employment and business growth across the Region up to 2031. 

The study was commissioned in response to the release of two draft subregional strategies by the (DoP) that are relevant to the SHOROC Region, namely the draft Inner North Subregional Strategy and the draft North East Subregional Strategy. These strategies establish targets and actions for the sustainable growth of the aforementioned subregions over the next 24 years (i.e. up to 2031). 

The study was commissioned to assist in the refinement of the Subregional Strategies and in the preparation of a Regional Economic Development Strategy.
