The Australian Capital Terrritory (ACT) Government commissioned Hill PDA to undertake research outlining national and international experiences and practices in the provision of affordable housing and assess their relevance to the ACT.

The project also required Hill PDA to undertake costing and modelling of economic impacts of options identified by Professor Graham Sansom for the Affordable Housing Taskforce.  Hilll PDA investigated the opportunities as well as the barriers towards increased provision of affordable housing in the planning and land development system in the ACT.
