Waverley Council is one of the leading Councils in the provision of planning mechanisms to encourage not only the retention of affordable housing but also the provision of new affordable accommodation. In conjunction with Berkhout Planning & Development, Hill PDA reviewed Waverly Council's existing affordable housing planning mechanisms making a number of recommendations to improve their effectiveness and the ease of implementation and interpretation. Hill PDA were also involved in the preparation and implementation of management procedures for Waverley Council's Affordable Housing Program (1996), which identified self-financing mechanisms for community housing organisations, and outlined the potential role of the Council and private real estate agents. As part of this assignment, Martin Hill developed the "Affordable Housing Calculator" for setting developers' density bonuses and Council's affordable housing "clawbacks".
