In 2008 the Roads and Traffic Authority (RTA) announced plans to upgrade the intersections of Central Coast Highway with Brisbane Water Drive and Manns Road at West Gosford. The main objectives of the upgrade were to:

  • Reduce the number of accidents and improve safety at the intersection;
  • Reduce congestion on the urban arterial road network by increasing capacity at the intersection; and
  • Improve accessibility for road users.

Several options were examined to address the major issues associated with providing alternative routes for traffic away from the intersections which currently operate at full capacity for extended periods during peak periods. Another constraint to the upgrade was the need to maintain access to existing local development around the work sites.

Extensive community consultation was undertaken by the RTA while updates were provided on short-listed options and their corresponding characteristics and feasibility.

Hill PDA's role in the project was to carry out an assessment of business impacts associated with the various upgrade options to inform and refine the selection of shortlisted options.

Hill PDA was also appointed to carry out a Land Acquisition Cost Review of the affected properties under various short-listed options for budgetary and planning purposes.
